DB changes are very often, and you do not need to worry about if your electrician advices you to change it. A common misconception is that you need to change it only when something is wrong, well that is not true. You can simply change it because you want more additional protection such as AFDD,RCBO,RCD etc... or simply adding more circuits and the old board cant accommodate all the breakers that you need. Reasons could vary a lot. This process takes about 2-5 hours, depending on how many breakers are installed and the complexity of the installation. On the pictures you can see roughly how change is done, for example this particular DB had an illegal RCD that was 100mA when it should be 30mA, back in the days when it was installed in 1992 probably was legal, but the requirements have changed and made it illegal 30 years later. So in order to issue EICR to this customer i had to recommend DB change in order to meet the requirements of BS7671 for additional protection of 30mA RCD for domestic circuits.
During DB change, there is no electricity in the premise.
